Unable to make a clan?

Whenever I try to make a clan I recieve this error message:

Unable to upload file. Please check the format of your clan logo and make sure you have 10 Signed Registration Forms.

The format of my file if a .gif and it is 13x13 pixels. I also have all 10 signed registration forms in my backpack, so what is the problem here?

I tried again today and it let me submit the application. Disregard this thread.
