I bid 5000 not in time with same problem as king henry.

we want buy few more curasses on next event. if on next auction i bid 4000 IUO & someone bid 4100 on 16.02 - it be in rule? & man who bid 4100 not in time will win?
If henrys bid not clear & my not in time & not clear too - why i lost 4200 iou?
